Tucked just below Delancey Street on Eldridge, Bistrot Ha has the feel of a Lower East Side restaurant from 20 years ago — a little raw, a little unfinished, and the hottest seat in town. When we arrived on a recent Thursday night for a 6p reservation, I took in the scene with delight.
